Steps

Only if
Who is forming the association? A new project registered with TG RERA, and the builder has not yet formed the association
1.
Ask the builder in writing to apply to register the association. Under the agreement for sale in the TG RERA rules, the builder applies to the Registrar to register the buyers' (allottees') association as a society within two months after the occupancy certificate is issued, once at least 60% of buyers have taken possession and paid the builder in full. Every buyer who has paid in full becomes a member. The RERA Act also says every buyer must take part in forming the association.

2.
If the builder does not form the association, you can complain to TG RERA. The Authority can order the builder to apply, or allow the buyers to apply themselves. If the buyers are to apply, follow the steps below.

3.
Before preparing the papers, ask the District Registrar's office whether it will register an association with your aims under the Societies Act. Section 3(1) of the Act allows societies formed for objects such as art, charity, sports or spreading knowledge, or for "any public purpose". On 06.11.2025 the High Court set aside the registration of an association that served only the residents of one apartment complex, holding that this was not a "public purpose"; it said the association could register under another Act.

Not confirmed: The department's pages do not say whether District Registrars accept flat owners' associations after this order, or under which law they should register; the agreement for sale in the TG RERA rules still names the Societies Act. Ask the District Registrar's office before you apply. For legal advice, call 15100 for free legal aid.
4.
Bring together at least seven flat owners aged 18 or over as members (the general body). Hold a first meeting and elect an executive committee of at least three of them. Write down the minutes of the meeting and sign them.

5.
Choose a name for the association. It must not be the same as, or close to, the name of a society already registered in your district. Words such as "Co-operative", "State", "Union", "Municipal" or "Reserve Bank" need the government's prior permission.
✋ You do this yourself
6.
Using the department's model, write the Memorandum of Association (name, aims and objects, and the committee members' names, addresses and occupations) and the bye-laws (membership, general body meetings, election of office bearers, funds and auditor, internal disputes, dissolution). At least seven members sign the memorandum before two witnesses, who also sign and give their addresses and occupations. The same members sign the bye-laws.

7.
Get proof of the office address ready: a registered lease agreement if the office is rented, or a declaration if it is in a member's own premises without rent (the department's model affidavit, signed before a notary).

📎 Proof of the office address
8.
On the department's website, open the online application form under "e-Registration of Societies" (it takes you to a MeeSeva form). Fill in the details, upload the documents and pay the fee online. Keep the acknowledgment with its reference number. If you wish, a MeeSeva centre can do the online part for you.

Not confirmed: The department's e-Registration page shows the fee as ₹2,000 + ₹45, but older pages on the same website say ₹500 (FAQ) and ₹200. Check the amount the online form shows before paying. If you use a MeeSeva centre, ask its service charge there and take a receipt.
9.
Send all the original papers, with the reference number written on them, to the District Registrar's office by courier or registered post (RPAD), or drop them in the drop box there, or hand them in yourself. Apply to the District Registrar of the district where the society's registered office will be.

The District Registrar's office checks the original papers against the online application. If all is in order, the District Registrar approves and issues the registration certificate with a digital signature; if not, you are asked to make changes. After registration: tell the Registrar the society's registered office address within 28 days. Every year, within 15 days of the general body meeting, give the Registrar the list of names and addresses of the managing committee members and officers. The executive committee meets at least once in three months, and the general body at least once a year.

Not confirmed: Only the department's FAQ gives ₹300 a year; the registration fee in the same FAQ is out of date, so this amount may also have changed. Ask the District Registrar's office.
12.
If you change the memorandum or bye-laws, apply online under "Amendment of Society" on the department's website with the resolutions, and give the original resolutions to the Registrar by courier, RPAD or in person. A change of aims needs a special resolution; a change of bye-laws needs at least half of the members present and voting.

If something goes wrong

If it is rejected
If the Registrar refuses registration, you can appeal to the Registrar General of Societies (Commissioner and Inspector General, Registration and Stamps) within 60 days of receiving the order. Apply online through "Submission of Appeals" on the department's website.

If it is late
If the certificate does not come within 3 days of handing in the originals, complain to the Deputy Inspector General (DIG) for your area, or call the department's toll-free number 1800 599 4788. Under the Act, if an application that meets every rule is not decided within 60 days, the society is deemed registered and the Registrar must issue a certificate saying so.
