You get a PAN (Permanent Account Number): a free e-PAN with Aadhaar, or a card through a PAN agency with Form 93.
For whom: Anyone who has never had a PAN, for themselves or for a child under 18. If you already have a PAN and lost the card, see the "Lost documents" guide instead.

If you can, first have your mobile number linked to your Aadhaar at the nearest Aadhaar centre. Then you can get a free e-PAN on the Income Tax portal (choose the first answer in this guide). If that is not possible, apply through a PAN agency with the steps below.

On the Income Tax e-Filing portal, click "Instant e-PAN" and then "Get New e-PAN". Sign in to DigiLocker with an Aadhaar OTP and allow it to share your date-of-birth document (if you choose more than one, the first in alphabetical order is used). Then enter the Aadhaar OTP, fill in your father's name and submit. Note down the acknowledgement number you get.

On the same "Instant e-PAN" page, open "Check Status / Download e-PAN" and enter your Aadhaar number and the OTP to see the status. Once the PAN is given, download the e-PAN. This digitally signed e-PAN is a valid PAN.

On a PAN agency's website (Protean: onlineservices.proteantech.in, or UTIITSL: pan.utiitsl.com), choose "New PAN - Form No. 93 (Indian Citizen)". Choose the Aadhaar-based e-KYC and e-Sign (paperless) mode, and ask for a physical card as well. Fill in the details and pay online. Your name, date of birth and address are taken as they are in Aadhaar, and the card carries your name as in Aadhaar.

In the Form 93 you fill in at the next step, give the child's details and the child's Aadhaar number. In Part E ("Representative Assessee"), fill in your own details as the parent or guardian: name, your PAN (or your Aadhaar number if you have no PAN), address, mobile and e-mail.

Not confirmed: No official source says whether the paperless (e-KYC / e-Sign) mode works for a child's PAN; Protean's digital signature (DSC) page only says the parent's signature is used. So this guide shows the mode where papers are sent. UTIITSL's instructions say the box on the last page may be signed by the applicant or the Representative Assessee; they do not say who signs across the child's photo. Ask the agency's call centre about both.

On Protean's website, choose "New PAN - Form No. 93 (Indian Citizen)" and the mode where you send the documents by post (physical mode). Fill in the form in English; the Aadhaar number is required. Choose a physical card or e-PAN only, and pay online. (UTIITSL, pan.utiitsl.com, has the same Form 93.)

After paying, print the acknowledgement. Paste the two photos on it and sign across the photo on the left. Sign in the box as well.

Put the signed acknowledgement, the Aadhaar copy and the other proofs in an envelope and post it to: INCOME TAX PAN SERVICES UNIT (Managed by Protean eGov Technologies Limited), 4th Floor, Sapphire Chambers, Baner Road, Baner, Pune - 411045. On the envelope write "APPLICATION FOR PAN -- " and the acknowledgement number (for example APPLICATION FOR PAN -- N-881010200000097). For an adult, the Aadhaar copy is the proof of identity and address. You may instead hand them in at a centre on Protean's list.

Not confirmed: Protean's FAQ pages still show an older address (Mantri Sterling, Model Colony, Pune - 411016); we give the one in the Form 93 guidelines. Check the address on your acknowledgement. If you apply through UTIITSL, follow its site's instructions; its southern region office is in Guindy, Chennai.
10.
Three days after applying, check the status on Protean's "Status track" page with the 15-digit acknowledgement number. You can also call the IVR on 08069708080 or use WhatsApp on 8096078080. If you applied through UTIITSL, check on trackpan.utiitsl.com. The e-PAN comes by e-mail and the physical card to the address for communication you gave.

• Two recent photos.
• Paste them; do not staple or clip them to the form.
• Sign (or put your left thumb impression) across the photo on the left, so that part of it is on the photo and part on the form.
• Keep the photo on the right clean, with no mark; if the face cannot be seen clearly, the application may not be processed.
• A thumb impression must be attested by a Magistrate, a Notary Public or a Gazetted Officer, with official seal and stamp.
• How clear the photo on the card is depends on the photo you give.
• In the online scan-and-upload modes the signature is a separate file too: by Protean's instructions 200 DPI, JPEG, at most 10 KB, 2 cm × 4.5 cm.
• File for an online form: up to 20 KB, JPG/JPEG
Not confirmed: The print size is from UTIITSL's new Form 93 instructions, "4.5 cm x 3.5 cm" (we read it as 4.5 high and 3.5 wide). Protean's older FAQ says "3.5 cm x 2.5 cm". Measure the photo box on the form, or ask the agency's call centre. The upload rules (200 DPI, colour, JPEG, at most 20 KB, 3.5 × 2.5 cm) are from Protean's page for the digital signature (DSC) mode; we found no official size in pixels. The limits the upload screen shows are the ones that count.

If something goes wrong

If the Instant e-PAN status says "PAN allotment request has failed", apply through Protean or UTIITSL (the "physical card" answer in this guide shows those steps). If your Aadhaar has only the year of birth, or a wrong name, date of birth or gender, have Aadhaar corrected first (UIDAI: 1947). If it says your Aadhaar is already linked to a PAN, you already have a PAN; if that PAN is wrong, ask your Jurisdictional Assessing Officer to delink it.

If it is rejected
An incomplete or deficient application is treated as invalid; you must apply again with correct details and the required proofs. An application cannot be changed after it is submitted; once you have the PAN you can ask for a correction. UTIITSL says that if an e-KYC application is rejected because the Aadhaar details do not match, the payment is refunded by the end of the day.

Not confirmed: We found no official time limit for issuing a PAN.
If you are asked for more money
These fees are set by the Income Tax Department: Instant e-PAN is free; through an agency it is ₹66 to ₹107 (as in the steps above). The Department has appointed only two bodies, Protean and UTIITSL, to receive and process PAN applications; no one else is authorised. If anyone asks for more, do not pay; complain to the agency's call centre.

Also
If you already have a PAN (even if the card is lost), do not apply again: the law does not allow anyone to hold more than one PAN, and it can bring a penalty of up to ₹10,000.
