Steps

For everyone
1.
Make sure the bride has never received Kalyana Lakshmi or Shaadi Mubarak before. It is given once in a lifetime. For a second marriage it is given if she never received it earlier.
✋ You do this yourself
2.
Get the bride's income certificate and caste certificate at MeeSeva. The income certificate must be less than six months old on the wedding date. Keep both MeeSeva numbers.
🏢 At a MeeSeva centre
📎 Income certificate (MeeSeva), Caste certificate (MeeSeva)
3.
Register the marriage and get the marriage certificate. The application needs it.
🏛️ The Sub-Registrar office, or another office that registers marriages
📎 Marriage registration certificate
Not confirmed: The BC order (G.O.Ms.No.05 of 2016) makes the marriage registration certificate compulsory; the SC, ST and minority orders do not mention it, but the online forms of both schemes ask for it.
4.
Scan each document from the original into a JPG file of 50 to 150 KB. An application with scanned photocopies is rejected.

The Tahsildar (MRO) checks the application and documents with field staff. The MLA of your constituency signs the list of approved brides.
🏛️ The Tahsildar office of your mandal
9.
The assistance is ₹1,00,116, or ₹1,25,145 for a bride with a disability. By the orders it is paid as a crossed cheque in the bride's mother's name (the father's if the mother is not alive; the bride's own if both parents are not alive). The MLA hands out the cheques one day a week at the mandal headquarters.

Not confirmed: The cheque system is from the 2016 orders. The ePASS website now says all applicants must give the bride's mother's bank account "as per the new GO", which we could not find. Ask at the Tahsildar office how the money is paid now. The government sanctioned funds for the scheme for 2025-26 (G.O.Rt.No.173, 13.11.2025).

You cannot get this

The Kalyana Lakshmi and Shaadi Mubarak orders require the bride to be a resident of Telangana State. They say nothing about Indian citizens living abroad. Before applying, ask at the Tahsildar office of your mandal (for Shaadi Mubarak, also the District Minorities Welfare Officer).
Not confirmed: We found no official rule that says whether this applies to Indian citizens living abroad; only that office can tell you.

You cannot get this

The Kalyana Lakshmi and Shaadi Mubarak orders require the bride to be a resident of Telangana State, and do not mention OCI cardholders. Under the Ministry of Home Affairs notification S.O. 1050(E) of 4 March 2021, an OCI cardholder is a foreign national, not an Indian citizen, and in economic and financial fields the notification does not name has the same rights as a foreigner. Before applying, ask at the Tahsildar office of your mandal (for Shaadi Mubarak, also the District Minorities Welfare Officer).
Not confirmed: We found no official rule that says whether this applies to OCI cardholders; only that office can tell you.

The bride must have completed 18 at the time of marriage. The online form also stops the application if the groom has not completed 21.

If something goes wrong

If it is rejected
See the reason under "Print/Status", or ask at the Tahsildar office. Complain on the ePASS grievance form, choosing "Operational" and the scheme. If that does not solve it, complain on Prajavani (at the Collectorate or online).
