Steps
Each box is one situation. To see only yours, answer the questions above.
• Agricultural land (patta land)
• I bought it, or got it as a gift, with a registered deed
1.
Register the sale or gift deed at the Sub-Registrar office: enter the deed on CARD PRIMME on the IGRS website, pay, book a slot and go on that day.

💰 Fee: Stamp duty, registration fee and user charges depend on the kind of deed and the value; the "Duty Fee Calculator" on the IGRS website shows them.
2.
You need not report the purchase to the Tahsildar yourself: the Sub-Registrar sends the details online to the Tahsildar to change the record of rights.
• Agricultural land (patta land)
• The pattadar died without a will; it comes to us as heirs
3.
If you do not have them, first get the pattadar’s death certificate and the family member certificate. You can apply for the family member certificate at the secretariat.

The Tahsildar sends a notice (Form VIII) with the draft change to the 1-B to the recorded holder and others concerned; they have 30 days to object. Papers such as death or heirship certificates are checked with the office that issued them. If you are called to a hearing, go with your papers. After an order with reasons, the record and Webland change once the RDO or Sub-Collector passes it.

Other situations
A house, house site or plot
This situation has another route.
This guide is for agricultural land in the revenue records. For a house, house site or plot, the name is changed (mutation) in the records of the municipal corporation, municipality or gram panchayat.
• Indian citizen living abroad (NRI) / OCI cardholder
• Agricultural land (patta land)
• I bought it, or got it as a gift, with a registered deed / I bought it on an unregistered paper (sada bainama)
This route is not for this situation.
NRIs and OCI cardholders cannot buy agricultural land, a farm house or plantation property, or take it as a gift (FEMA Non-debt Instruments Rules, 2019, rule 24(a) and (b)). They can get it by inheritance (rule 24(c)).
• OCI cardholder
• Agricultural land (patta land)
• The pattadar died without a will; it comes to us as heirs / It comes to me under a will
This route is not for this situation.
Under FEMA an OCI cardholder may inherit agricultural land (Non-debt Instruments Rules, 2019, rule 24(c)). But an OCI cardholder is a foreign national (Ministry of Home Affairs notification S.O. 1050(E), 4 March 2021). The Andhra Pradesh revenue orders we read say nothing about them, and the IGRS mutation form asks for Aadhaar only "for Indian citizen". Before applying, ask the Tahsildar office how you should apply.
Not confirmed: We found no official steps for mutation by an OCI cardholder.
• Foreign national
• Agricultural land (patta land)
This route is not for this situation.
The rules for foreign nationals are different. The FEMA rules give a foreign national living outside India no general permission to acquire land here; a transfer they do not cover needs the Reserve Bank’s (RBI) prior permission. Property inherited from a person resident in India may be kept (FEMA section 6(5)). Citizens of Pakistan, Bangladesh, Sri Lanka, Afghanistan, China, Iran, Nepal, Bhutan, Hong Kong, Macau and North Korea need the RBI’s prior permission. Before applying, ask the Tahsildar office.
Not confirmed: We found nothing in Andhra Pradesh’s revenue orders on mutation for foreign nationals.
• Agricultural land (patta land)
• I bought it on an unregistered paper (sada bainama)
• No, one of these is not so
This route is not for this situation.
The regularisation of sada bainamas (Form X, open until 31 December 2027) covers only farm land in villages, purchases up to 15 June 2024, and small and marginal farmers who farm the land. It does not cover Government land, assigned land or land in urban areas (G.O.Ms.No.467, 2025).
