Getting a new Aadhaar
You enrol for free at an Aadhaar centre, keep the enrolment slip, and download your Aadhaar online once it is ready.
For whom: Anyone living in Andhra Pradesh who has never had an Aadhaar, from a newborn baby to an adult. If you already have an Aadhaar and lost the card, this guide is not for you; do not enrol again. NRIs with a valid Indian passport, and OCI cardholders and other foreign nationals who have stayed in India for 182 days in the last 12 months, can enrol too: their steps are here as well.
Published on 30-10-2026. Not every fact has been checked against its official source yet: confirm at the office.
Answer a few questions to see which steps apply to you. The whole guide is below.

Documents you need

•
Aadhaar enrolment form
original
The form depends on age: Form 5 for a child under 5, Form 3 for ages 5 to under 18, Form 1 for 18 and over. Fill it only in English capital letters. Write the name exactly as it is on the identity document you show.
If you don't have it:
The Aadhaar centre gives it. You can also download it from the "Enrolment & Update Forms" page of the UIDAI website.
•
The child's birth certificate
original
A birth certificate registered under the Registration of Births and Deaths Act, 1969. On its own it proves both the child's relationship to the parents and the date of birth. A child born on or after 1 October 2023 cannot be enrolled without it. For a child with a legal guardian, the guardianship document issued by a government authority or a court proves the relationship.
•
The parents' Aadhaar
original
Write both the mother's and the father's Aadhaar numbers on the form. If the child lives with only one parent, or with a guardian, that person's Aadhaar number is enough. One of them must come to the centre and confirm with a fingerprint or iris scan.
•
Proof of the child's relationship to the parent
original
Any one document with both the child's name and the parent's name: birth certificate; Indian passport; domicile certificate from the State Government; SC/ST/OBC caste certificate; guardianship document from a government authority or a court; transgender identity card or certificate.
•
The child's proof of identity and address
original
Any one with the child's name, photo and an address in India: Indian passport; domicile certificate from the State Government; SC/ST/OBC caste certificate; transgender identity card or certificate. Every document must be in the child's own name.
•
The child's proof of date of birth
original
Any one of: birth certificate; Indian passport; transgender identity card or certificate. The name and date of birth must match across all the documents you give.
•
Proof of identity (with your name and photo)
original
Any one of: Indian passport; ration card or e-ration card with photo; voter ID card; driving licence; service photo ID from a government or public sector body; pensioner photo card or pension payment order (PPO); CGHS/ECHS/ESIC card; MGNREGA job card together with a domicile certificate from the State Government; SC/ST/OBC caste certificate; mark sheet or certificate from a recognised board or university; transgender identity card. The full list is List III of UIDAI's list of documents. The name goes into Aadhaar exactly as it is on the document.
•
Proof of address (with your name and address)
original
Any one of: Indian passport; ration card; voter ID card; service or pensioner photo card; MGNREGA job card together with a domicile certificate; SC/ST/OBC caste certificate; an electricity, water, gas, landline, post-paid mobile or broadband bill not older than 3 months; a registered sale or gift deed, or a rent or lease agreement; a government accommodation allotment letter not older than a year; a life or medical insurance policy within a year of issue; a certificate in UIDAI's format from an MP, MLA, MLC, municipal councillor, Tahsildar, gazetted officer, or in villages the sarpanch, panchayat secretary or Village Revenue Officer (valid for 3 months from issue). The full list is List III of UIDAI's list of documents. A driving licence, a mark sheet or a birth certificate does not count as proof of address.
If you don't have it:
In Andhra Pradesh, the list of AP Seva services at village and ward secretariats includes an "Address Certificate for Aadhar enrollment/Update". If you have no other proof in your name, ask at your secretariat.
📷 What the photo must look like
← 35 mm →
↕ 45 mm
• Size: 35 × 45 mm (width × height)
• In colour
• You need this photo only if you give the certificate in UIDAI's format as your proof.
• A recent colour photo.
• Paste it in the photo box of the certificate, without covering the text boxes.
• The certifying officer signs and stamps across the photo and the paper.
Not confirmed: The blank certificate says only "passport size"; the 35 mm × 45 mm size is printed on UIDAI's filled-in specimen of the same certificate. No background colour is given. Ask the officer who issues the certificate.
Not confirmed: We found no official document giving the fee, the time taken or who signs the secretariat's address certificate (the AP Seva and GSWS portals would not open because of certificate errors). Ask at the secretariat.
•
Proof of date of birth (if you have one)
original
Any one of: birth certificate; Indian passport; service or pensioner photo card; mark sheet or certificate; transgender identity card. With a proof, the date of birth is recorded as "verified". Without one, the date you give is recorded as "declared", or only your age is recorded, and only the year of birth is printed on the Aadhaar.
•
Your valid Indian passport
original
For an NRI it is compulsory as the proof of identity. If you keep the address abroad that is in it (Form 2), it is also the proof of address.
•
The child's valid Indian passport
original
For an NRI child it is compulsory as the proof of identity.
•
Aadhaar enrolment form for a resident foreign national
original
Form 7 for 18 and over, Form 8 for under 18. Fill it in English capital letters.
•
Proof of identity: OCI card and passport
original
Your valid OCI card together with your valid foreign passport.
•
Proof of identity: passport and visa
original
Your valid foreign passport together with a valid Indian visa. Long Term Visa (LTV) holders (minority communities of Afghanistan, Bangladesh and Pakistan): the valid LTV with the passport of the country of origin (valid or expired). Nationals of Nepal and Bhutan: their passport or, without one, two documents with the same address (citizenship certificate, voter card of Nepal or Bhutan, photo identity certificate from their mission in India). Special categories of foreign nationals without a passport: a valid registration certificate or residential permit from the FRRO / FRO.
•
Proof of your address in India
original
Any one of the proofs of address for adults on UIDAI's list of documents, with your address in India. For a visa holder, the registration certificate or residential permit from the FRRO / FRO also counts; for an LTV holder, the LTV itself.

Steps

Which of these are you? Indian citizen living in India / Indian citizen living abroad (NRI)
1.
Look up the nearest Aadhaar centre on UIDAI's map of centres (Bhuvan Aadhaar). Aadhaar centres are run in banks, post offices, BSNL and State Government offices. In Andhra Pradesh, Aadhaar enrolment is also on the list of services of the village and ward secretariats. UIDAI's own Aadhaar Seva Kendras in Andhra Pradesh are three: Kakinada (Temple Street, opposite the Tripura Sundari temple), NTR district (Seetharampuram, Kothagundla Plaza) and Visakhapatnam (Dwaraka Nagar, Grand Palace). They work every day of the week except national and regional holidays, 9:30 am to 5:30 pm.

If you are going to an Aadhaar Seva Kendra, you can book a time in advance on UIDAI's appointment website. It costs nothing and needs no Aadhaar-linked mobile. One person can book no more than two appointments a month, and can move an appointment up to 24 hours before it. People who walk in without one also get a token; the last token of the day is given at 5:30 pm.

Before you sign the slip, check that the name, gender, date of birth and address shown on the operator's screen are right in English and in Telugu. Have any mistake corrected there and then. A mobile number is not compulsory; if you give one, give your own, not the operator's or anyone else's. Aadhaar status messages and OTPs go to that number.
