Property tax / house tax: paying it, a new assessment, changing the name

You pay the property tax on your house and keep the receipt, get a new house assessed for tax, or get your name put on the tax record of a house you bought or inherited.

For whom: Anyone who owns a house or building in Andhra Pradesh: in a nagar panchayat, municipality, municipal corporation, or a gram panchayat.

On the page that opens, find your property by any one of: the assessment number, the old assessment number, the owner's name or the door number. Check the owner's name and the dues, and pay online.

📎 The property tax assessment number (PTIN), or an old tax receipt

💰 Fee: The property tax the portal shows. It is a percentage, fixed by your council, of the value the Stamps and Registration Department sets (the capital value); for homes the percentage is between 0.10% and 0.50%.

Download the receipt you get right after paying, and keep it. If a payment fails, check your bank statement before you pay again, and note the transaction ID.

If you cannot pay online, pay at your ward secretariat with the "CDMA – Property Tax Payment" service, and take the receipt.

Not confirmed: A district website lists this service at ward secretariats. The service charge the secretariat takes is not confirmed officially (the AP Seva portal could not be opened because of certificate problems). Ask there and take a receipt.

The Government has been giving a 5% rebate when the whole year's tax is paid in one go before 30 April. If you want it, pay in April.

Not confirmed: The rebate is given by a new order each year. We saw only the order for 2025-26; we found none for 2026-27 or later. Ask at the municipal office whether there is one this year.

Do not leave dues: interest builds up on unpaid tax. The one-time waiver of half the interest on 2025-26 dues ended on 31 March 2026, and the order says it will not be extended.

✋ You do this yourself

Not confirmed: The interest rate is in the Act; we did not read the Act's text, so we do not give the rate. The dues the portal shows include the interest.

If you are serving defence personnel, an ex-serviceman or an ex-serviceman's widow and live in your own house, the council may exempt one house from the tax. Apply with the "Tax Exemption" service on the CDMA website or at the ward secretariat.

Not confirmed: By the rules this exemption is the council's choice ("may"). Ask at the municipal office whether your municipality gives it and what papers it asks for.

In a village the house tax is paid to the gram panchayat. Go to the village secretariat (the panchayat office), pay the Panchayat Secretary, and take a receipt.

Not confirmed: We found no official page on the tax rates, due dates or online payment in gram panchayats (the Swarna Panchayat portal did not open while we wrote this). Ask the Panchayat Secretary how much, by when, and whether you can pay online.

If the house is in the name of serving defence personnel, an ex-serviceman or their spouse, the family lives in it and no part is let out, one house is fully exempt from house tax. Panchayats where such houses are more than 10% of all may give 50% instead. Ask the Panchayat Secretary.

Not confirmed: This order amends the conditions of G.O.Ms.No.371 of 2003, which we did not read. Ask the Panchayat Secretary for the other conditions and the papers to give.

To get a newly built house assessed: on the CDMA website, open "Self Assessment" under "Online Services", choose your municipality, and fill in the "New Property Form". Give the owner's details, the site and floor details, and upload the documents.

Not confirmed: The form marks only the property photo as required; the other papers depend on your case. We saw the form of one corporation (Guntur) only. Ask at the ward secretariat which are required.

If you cannot do it online, apply at the ward secretariat for the "New Assessment" service, and keep the receipt with the application number.

Once the tax is fixed, the Commissioner sends you a "special notice". Check the tax in it. If you think it is wrong, you can file a revision petition within 15 days of getting the notice (see "If something goes wrong" below).

Ask the Panchayat Secretary at the village secretariat to add your newly built house to the panchayat's tax records.

15.

At the registration of a sale or gift deed, the Sub-Registrar collects the mutation fee and sends the details to the municipality. The name change in the tax records then starts by itself; you do not need to apply separately.

Not confirmed: This route is from a 2016 order; the 2020 rules too say the two departments' records are to be joined up. We found no official list of today's fee rates; look at your registration receipt.

16.

Fifteen days after registration, search with the assessment number under "Know Your Dues" on the CDMA website, and check that your name now shows as the owner.

For a house that came by inheritance, a will or a court order, apply at the ward secretariat or the municipal office to change the name in the tax records. Take the death certificate, the heirship certificate and the property document (the will or the decree).

If something goes wrong

If it is rejected

If you think the tax the municipality fixed is wrong, file a revision petition with the Commissioner within 15 days of getting the special notice ("Revision Petition" on the CDMA website, or at the ward secretariat). The Commissioner calls you for a hearing and gives an order with reasons. You can appeal against it to the Appellate Commissioner-cum-Regional Director within 15 days of getting the order, after paying the tax the order fixes.

If you think the house tax the gram panchayat fixed is wrong, or a name change is delayed, first give it in writing to the Panchayat Secretary; if it is not sorted out, complain on PGRS (phone 1100).

Not confirmed: We found no official page on how to object to or appeal against house tax in a gram panchayat, or the time limit (they are in the Panchayat Raj Act and rules, which we did not read). PGRS takes any grievance.

If it is late

If a name change or a new assessment is not done within 15 days, or a revision petition within 30 days, complain on PGRS (with your Aadhaar number; phone 1100). You can follow it with the grievance number sent by SMS, and re-open it twice if you are not satisfied. In towns you can also complain on the Puramithra app.

The tax is only what the portal shows. Take a receipt for every payment. If anyone asks for a bribe, call the ACB toll-free on 1064, or write to complaints-acb@ap.gov.in.
