New PAN card
A PAN (Permanent Account Number) in hand: a free e-PAN from the portal with Aadhaar, or a card through Protean or UTIITSL on Form 93.
For whom: People in Andhra Pradesh getting a PAN for the first time, for themselves or for a child not yet 18. Not for those who have a PAN and lost the card; they get a reprint of the same PAN. Indian citizens living abroad (NRIs) apply on Form 93, and OCI cardholders and foreign citizens on Form 95: their steps are here too.
Published on 30-10-2026. Not every fact has been checked against its official source yet: confirm at the office.
Answer a few questions to see which steps apply to you. The whole guide is below.

Documents you need

•
Aadhaar number, plus the mobile registered with it for the OTP
original
If you don't have it:
If no mobile is linked, have one added at an Aadhaar enrolment centre or a village / ward secretariat with Aadhaar services.
→ Updating your Aadhaar
•
A date-of-birth document held in your DigiLocker
original
One of these five: matriculation certificate, matriculation marks sheet, birth certificate, driving licence, CGHS card
•
A date-of-birth document (through DigiLocker, or scanned)
copy
Fetched through DigiLocker: driving licence, birth certificate, matriculation certificate or marks sheet, marriage certificate, government domicile certificate. A voter ID, passport, CGHS or ECHS card does not come through DigiLocker and must be scanned and uploaded.
•
Aadhaar copy of the person applying for the PAN
copy
•
Date of birth proof
copy
A copy of any one. ID cards: voter ID, driving licence, Indian passport, a photo ID from a government or public sector undertaking, CGHS / ECHS photo card, transgender identity card. Papers: birth certificate, matriculation certificate or marks sheet, marriage certificate, government domicile certificate, pension payment order. If you have none, an original affidavit sworn before a Magistrate. Aadhaar is not accepted for date of birth. A child born on 1 October 2023 or later must give the birth certificate.
•
ID and address papers of the parent or guardian
copy
Any paper on the Form 93 list, as a copy: Aadhaar alone covers both identity and address; a passport, voter ID or driving licence also does.
•
Two recent colour photos of the person getting the PAN
original
📷 What the photo must look like
← 35 mm →
↕ 45 mm
• Size: 35 × 45 mm (width × height)
• Background: White
• In colour
• Two copies of a recent colour photo.
• Stick them on the form; no pins, staples or clips.
• The signature (or left thumb impression) on the left photo must run over its edge onto the paper.
• A signature or mark on the right photo can hide the face and stop the application.
• A thumb impression in place of a signature needs attesting, with seal and stamp, by a Magistrate, Notary Public or Gazetted Officer.
• The card's photo is only as clear as the photo you stick on.
• When uploading scans online, the signature is its own file: Protean's figures are 2 × 4.5 cm, 200 DPI, JPEG, 10 KB at most.
• File for an online form: up to 20 KB, JPG/JPEG
Not confirmed: The two agencies give different sizes: UTIITSL's Form 93 instructions say "4.5 cm x 3.5 cm" (taken here as height by width), Protean's FAQ "3.5 cm x 2.5 cm". Measure the photo box on the printed form, or phone the agency. The upload figures (colour, 200 DPI, JPEG, under 20 KB, 3.5 × 2.5 cm) come from Protean's DSC-mode page; no size in pixels is given anywhere. Whatever the upload screen states has the last word.
•
Copy of your Indian passport
copy
On the Form 93 list an Indian passport proves identity, address and date of birth. For a non-resident the passport number is compulsory on the form.
•
Proof of your address abroad
copy
A copy of a bank account statement from the country where you live, or of your NRE account statement in India, not more than three months old.
•
Copy of your Aadhaar (if you have one)
copy
Not confirmed: The Form 93 pages ask for the Aadhaar "except for exempt category", but do not say who is exempt. If you have no Aadhaar, ask Protean (020-27218080) before you apply.
•
Proof of identity
copy
A copy of any one: your passport; your OCI card; your PIO card; or a document with your national identity number or taxpayer identification number (TIN). That last one must be attested by Apostille (in Hague Convention countries), by the Indian embassy, high commission or consulate in your country, or by an authorised official of an overseas branch of a scheduled bank registered in India.
•
Proof of date of birth
copy
A copy of any one: passport; OCI card; PIO card; a birth certificate from an Indian registrar of births and deaths or an Indian consulate; or a foreign birth certificate or national identity document with the full date of birth, attested as for the proof of identity.
•
Proof of address
copy
A copy of any one: passport; OCI card; PIO card; a bank account statement from the country where you live; your NRE account statement in India; a certificate of residence in India or a residential permit from the State Police; the registration certificate of the Foreigners Registration Office (FRO/FRRO) showing your Indian address; or your visa together with an appointment letter or contract from an Indian company and your employer's original certificate of your Indian address. A national identity or TIN document attested as for the proof of identity also counts.

• Paste them; do not staple or clip them.
• Sign, or put your left thumb impression, across the left photo: part on the photo, part on the paper.
• Keep the right photo free of any mark; if the face cannot be seen clearly, the application may not be processed.
• A thumb impression must be attested by a Magistrate, a Notary Public or a Gazetted Officer, under official seal and stamp.
Not confirmed: Protean's Form 95 page gives the size as "3.5 cm x 2.5 cm"; we read it as 3.5 high and 2.5 wide. It names no background colour. Measure the photo boxes on the printed acknowledgement.

Steps

Only if
In whose name is the PAN? Mine; I am over 18 but no mobile is linked to my Aadhaar
1.
The free e-PAN needs a mobile number linked to your Aadhaar. In Andhra Pradesh, the AP Seva services at village and ward secretariats include Aadhaar changes and adding a mobile to Aadhaar; any Aadhaar enrolment centre also does it. Once the number is linked, open this guide again and pick the first answer. To apply straight away instead, follow the agency steps below.
🏢 Village / ward secretariat with Aadhaar services, or an Aadhaar enrolment centre
Not confirmed: The list of secretariat services is from the Anakapalli district website; it does not say that every secretariat has the Aadhaar service. We also do not show what the service costs. Ask at your own secretariat.
Only if
In whose name is the PAN? Mine; I am over 18 and a mobile is linked to my Aadhaar · Do you want it as a card? No; the e-PAN (a PDF by e-mail) will do
2.
Open the e-Filing portal and, under Quick Links, click "Instant e-PAN" and then "Get New e-PAN". Tick the four eligibility declarations and the consent box. The portal sends you to DigiLocker: give your Aadhaar (or VID), the OTP and your DigiLocker PIN, choose the date-of-birth document and click "Allow". If you share more than one, only the one first in alphabetical order counts. Back on the portal, give the Aadhaar OTP and your father's name and click "Submit". Keep the acknowledgement number you are shown.

3.
Later, use the "Check Status / Download e-PAN" tile on the "Instant e-PAN" page: give your 12-digit Aadhaar and the OTP to see where your request stands. Once the PAN is allotted, "Download e-PAN" appears there. The PDF is digitally signed and is enough to prove your PAN.

4.
The free e-PAN from the portal has no printed card. For a card, go to the site of one of the two PAN agencies: application type "New PAN - Form No. 93 (Indian Citizen)" on Protean (onlineservices.proteantech.in), or Form 93 on UTIITSL (pan.utiitsl.com). Pick Aadhaar e-KYC (paperless) as the mode and "Both physical PAN Card and e-PAN" as the card option. Write your name and date of birth letter for letter as in Aadhaar; the card prints the Aadhaar name. Pay the fee online at the end.

5.
Right after paying, put the e-Sign on the application with the OTP sent to your Aadhaar mobile. That completes it; nothing has to be posted. Note down the acknowledgement number.

In whose name is the PAN? My child, not yet 18
7.
A child applies on Form 93 too, in the child's own name: the child's name, date of birth and Aadhaar number. Part E of the form ("Representative Assessee") must carry the parent's or guardian's details: name, PAN (or Aadhaar number if there is no PAN), address, mobile and e-mail.
✋ You do this yourself
Not confirmed: No official page says whether a child can use the paperless Aadhaar e-KYC mode, which is why this guide uses the paper mode. Protean only writes that a DSC application for a child is signed with the parent's DSC. UTIITSL writes that the box on the last page can carry the signature of either the applicant or the Representative Assessee, but not whose signature goes across the photo. Phone the agency about both.

If something goes wrong

Also
When the Instant e-PAN status shows "PAN allotment request has failed", apply instead through a PAN agency (Protean / UTIITSL); pick "I also want a printed card by post" in this guide to see how. If Aadhaar holds only your year of birth, or a wrong name, date of birth or gender, correct Aadhaar first (UIDAI: 1947). A message that your Aadhaar is already tied to a PAN means a PAN exists in your name; if it is the wrong one, ask your Jurisdictional Assessing Officer (JAO) to undo the link.

If it is rejected
An application with wrong details or missing proofs is dropped as invalid; a new one with corrected details and the needed proofs has to be made. A sent application cannot be edited; once the PAN exists, a correction can be asked for. For a UTIITSL e-KYC application refused because the Aadhaar details do not match, UTIITSL says the money comes back the same day.

If you are asked for more money
The portal's e-PAN costs nothing at all. The agency fees are set by the Income Tax Department: ₹66 to ₹107 as in the steps above, or ₹1,011 to ₹1,017 when the card is posted to an address abroad. Only Protean and UTIITSL are allowed by the Department to take PAN applications. Do not pay anyone more than this; report it to the agency's customer care.

Also
Once you have a PAN (even with the card lost), never ask for a second: holding two PANs breaks the law and a penalty of up to ₹10,000 can be imposed. A lost or spoilt card is replaced by a reprint of the same PAN; wrong details are fixed with a correction request.
