Changing a vehicle's owner (RC transfer)

The seller signs Forms 29 and 30 and hands over the RC and insurance; the buyer books a slot and applies at the RTA office. The RC in the new owner's name comes by Speed Post.

You do this yourselfOnline

For whom: Anyone in Telangana who sells or buys a private (non-transport) two-wheeler or car, or a family member who must move a vehicle into their name after the owner's death. Autos, taxis and goods vehicles also need their permit transferred; ask at the RTA office about that.

Tell us your situation first; then the documents and steps open.

1Your situation

A few questions. We show only the documents and steps your answers need.

Why is the owner changing?
Who are you?
Where is the vehicle registered, and where does the buyer live?
Is there a loan on the vehicle (a bank's or finance company's name on the RC, hypothecation)?

Your answers stay on this phone.

    3Your steps

    · Do them in order. Tick each one when it is done.

    1. Do this now

      Look at the RC.

If a bank's or finance company's name is entered (hire purchase, lease or hypothecation), the vehicle has a loan entry. If so, answer "Yes" to the loan question and follow those steps.

    2. Do this now

Before selling, repay the loan in full and have the loan entry removed from the RC: get Form 35 signed by the financier, choose "Hypothecation/ Hire Purchase/ Lease Termination" on the Transport Department's online services site and book a slot, then go to the RTA office with the papers that day.

If the buyer is to carry on the loan instead, the financier signs its consent on Forms 29 and 30.

      Where
      Online
      Fee
By Rule 81 of the Central Motor Vehicles Rules there is no fee for removing a loan entry. The 2017 charter lists user charges (₹100 for a two-wheeler, ₹200 for others), ₹200 for the smart card and ₹35 for postage. The portal shows the total before you pay.
      Time limit
      24 hours, by the charter.

Not confirmed: The user, smart card and postal charges and the 24 hours are from the 2017 charter; pay what the portal shows now.

    3. Do this now

Before paying for a vehicle with a loan, ask the seller to repay it and have the loan entry removed from the RC (Form 35).

Or, if you carry on the loan, the financier signs its consent on Forms 29 and 30, and Form 30 is made in two copies.

    4. Do this now

If the vehicle is registered at another RTA in Telangana, a clearance certificate (CC) from that RTA is needed.

You can apply on the T App Folio mobile app ("Transport Department - RTA") without visiting the office, or under "Issue of NOC/CC" on the online services site.

Not confirmed: We did not find on any Telangana page which papers or fee a CC needs; pay what the app or portal shows.

      Sources: 9, 12, 10

    5. Do this now

In the other-state case, the NOC (Form 28) comes from the RTA where the vehicle is registered now.

If that is in Telangana: choose "Issue of NOC/CC" on the online services site, pay and book a slot, then go to the RTA office with Form 28 in three copies (four if there is a loan), the police clearance and proof that no tax is due. If the vehicle is registered in another state, apply at that state's RTA (on the Vahan portal, "NOC").

      Where
      Online
      Fee
The Telangana Transport Department's FAQ: no fee for an NOC, only a ₹100 service charge. The 2017 charter says ₹200 fee, ₹50 user charge and ₹35 postage. Pay what the portal shows.
      Time limit
      One week, by the charter.
      Open the official page

Not confirmed: The FAQ and the 2017 charter give different fees; both are old. A vehicle registered in another state follows that state's rules; papers such as the police clearance may differ there.

    6. Do this now

Fill in and sign Form 29 (two copies) and Part I of Form 30, and have the buyer sign as well.

Hand the original RC, the insurance certificate and the pollution certificate (and the CC or NOC, if any) to the buyer. Keep copies of the forms with the buyer's name and address and the date of sale.

      Sources: 1, 18, 19, 8

    7. Do this now

Tell the Transport Department that you sold the vehicle: Form 29 goes to the RTA where the buyer lives, with a copy to the RTA where you live (the form says by registered post, acknowledgement due).

You can also report it under "Vehicle Transfer Intimation" on the online services site: choose "I am Seller" and give the vehicle number, the last 5 digits of the chassis number and an OTP on your mobile. When the transfer is recorded, the copy of Form 29 with the RTA's endorsement comes back to you; keep it safe.

      Where
      Online
      Time limit
Within 14 days of the sale by Parivahan (45 days if the vehicle is registered in another state).
      Open the official page

Not confirmed: The 14 and 45 days are from Parivahan's page, which ties them to the buyer's Form 30 application. We could not read the Motor Vehicles Act's section 50, which sets these limits, on India Code. The "Vehicle Transfer Intimation" page does not say what the department does with the report; treat it as an addition to Form 29, not a replacement.

    8. Do this now

Collect from the seller: the original RC, the insurance certificate, a valid pollution certificate, and Form 29 (two copies) and Form 30 signed by the seller.

Fill in and sign Part II of Form 30 yourself; you can name a nominee there if you wish.

    9. Do this now

If the vehicle is registered in another state, get from the seller the NOC (Form 28) issued by that state's RTA.

If it is registered at another RTA in Telangana, get that RTA's clearance certificate (CC).

    10. Do this now

Have the insurance policy moved into your name.

The seller tells the insurance company in writing, and you fill in a fresh proposal form. There is a small transfer fee; the seller's no claim bonus does not pass to you, and you pay the difference for the rest of the policy period. The RC and the insurance must carry the same name and address, or a claim is not paid.

      Where

      Time limit
Under a comprehensive or package policy, if the transfer is not recorded within 14 days, no claim is paid for damage to the vehicle.

    11. Do this now

On the Transport Department's online services site, choose "Transfer of Ownership", fill in the vehicle's details, pay the fee online and book a slot at the RTA office.

      Where
      Online
      Fee
Transfer fee by Rule 81: ₹150 for a motor cycle; ₹300 for a private car. The 2017 charter adds user charges (₹200 for a two-wheeler, ₹400 for others), ₹200 for the smart card and ₹35 for postage. The portal shows the total before you pay.

Not confirmed: The user, smart card and postal charges are from the 2017 charter; pay what the portal shows now. The 14 and 45 days are from Parivahan's page; we could not read the Motor Vehicles Act's section 50 itself. We found no official page giving the penalty for applying late.

    12. Do this now

On the booked day, go to the RTA office with the originals and copies and hand in the application: Forms 29 and 30, the original RC, insurance, pollution certificate and your proof of address (and the CC or NOC, if any).

Offices are open 10:30 am to 5 pm; applications are taken from 10:30 am to 2 pm.

      Where
RTA office for where you live (district, regional or unit office)
      Time limit
24 hours for a Telangana vehicle by the charter; one month for a vehicle from another state.

Not confirmed: Parivahan lists more papers some states ask for (PAN card or Form 60 of seller and buyer, a passport-size photo, a pencil print of the chassis and engine numbers); the Telangana pages do not name them. Keep them with you in case the RTA office asks. The charter is from 2017, and its table says "vehicle belonging to AP" for the 24 hours, wording carried over from the combined state's charter.

    13. Do this now

If the vehicle is registered in another state and you live in Telangana, apply in Form 27 for a Telangana registration mark and pay Telangana's vehicle tax.

This needs the NOC, the RC, proof of address, insurance and the pollution certificate.

RTA office for where you live
      Time limit
Within 12 months of bringing the vehicle to Telangana.

Not confirmed: Ask at the RTA office how much Telangana tax is due and whether the transfer and the new number are done together; we did not find these details on any official page.

    14. Do this now

Within 30 days of the owner's death, the family member or heir who has the vehicle informs the RTA where it is registered, in writing, of the death and that they intend to use the vehicle.

They may then use it for up to 3 months as if it had been transferred to them.

      Where
The RTA office where the vehicle is registered
      Time limit

Not confirmed: The Telangana page does not say in what form to give this notice (a form, online); ask at the RTA office.

    15. Do this now

If there is a loan on the vehicle, tell the financier and get its consent signed on Form 31, in two copies.

If the loan is repaid, the loan entry can be removed with Form 35.

    16. Do this now

Within 3 months, apply in Form 31 to move the vehicle into your name: book a slot on the online services site, then go to the RTA office that day with the death certificate, the heirs' affidavit, the original RC, insurance, pollution certificate and your proof of address.

      Where
The RTA office where the vehicle is registered
      Fee
By Rule 81: ₹150 for a motor cycle, ₹300 for a private car. The 2017 charter adds user charges (₹200 for a two-wheeler, ₹400 for others), ₹200 for the smart card and ₹35 for postage. The portal shows the total.
      Time limit
Apply within 3 months of the death; the 2017 charter says the RTA completes it in 3 days.

Not confirmed: The online services site lists "Transfer of Ownership"; it does not say whether the death case is under it too; if you cannot find it, ask at the RTA office. If the vehicle is registered in another state, that state's RTA rules apply. The charges and the 3 days are from the 2017 charter.

    17. Do this now

The RC smart card in the new owner's name comes by Speed Post.

You can follow the application on the Transport Department's "Application Status" page.

      Where
      Online
      Open the official page

      Sources: 9, 10

    If something goes wrong

    If it is rejected

If the application is refused, ask the officer which paper is wrong, put it right and apply again. If that does not settle it, complain to the head of that office (MVI, RTO or DTC) in person, by phone or by e-mail; the department's charter says that if it is not resolved in 7 days you can go to the next officer (RTO, DTC or JTC).

    If it is late

If the RC has not come, first check the "Application Status" page. Then complain on the Transport Department's grievance system: 1100 from BSNL, 1800 4251 110 from other networks, the helpline 040 2337 0081 / 83 / 84 (10 am to 6 pm on working days), or the grievance website. You can follow it with the grievance number. The charter says an unresolved complaint goes to the next officer after 7 days, and to the Transport Commissioner after 15 days.

    18004251110

If you are asked for more money

The Transport Department's charter asks citizens not to go to agents or middlemen. Pay only the fees the portal shows, and keep a receipt for every payment. If anyone asks for more money, complain to the call centre (1100, or 1800 4251 110) or on the grievance website.

    18004251110

    Also

If you sold the vehicle but the buyer has not had it transferred, the RC still shows your name. Make sure Form 29 went to the RTA by registered post, report it under "Vehicle Transfer Intimation", and keep your copies of the forms and the postal receipt. Ask at the RTA office what to do next, or register it on the grievance system.
