Changing a vehicle's owner (RC transfer)
The seller signs Forms 29 and 30 and hands over the RC and insurance; the transfer is applied for on the Vahan portal, the fee paid and the papers shown at the RTA office. The RC in the new owner's name comes by Speed Post.
For whom: Anyone in Andhra Pradesh who sells or buys a private (non-transport) two-wheeler or car, or a family member who must move a vehicle into their name after the owner's death. Autos, taxis and goods vehicles also need their permit transferred; ask at the RTA office about that.
Tell us your situation first; then the documents and steps open.
1Your situation
A few questions. We show only the documents and steps your answers need.
- Why is the owner changing?
- Who are you?
- Where is the vehicle registered, and where does the buyer live?
- Is there a loan on the vehicle (a bank's or finance company's name on the RC, hypothecation)?
Your answers stay on this phone.
Each step below says who it is for. Confirm yours at the office, then change your answer here.

- Do this nowIf: Not sure
Look at the RC.
If a bank's or finance company's name is entered (hire purchase, lease or hypothecation), the vehicle has a loan entry. If so, answer "Yes" to the loan question and follow those steps.

Before selling, repay the loan in full and have the loan entry removed from the RC: get Form 35 and a letter from the financier, then on the Vahan portal enter the vehicle number and choose "HYPOTHECATION TERMINATION" under "Basic Services"; pay, upload papers and take an appointment if the portal asks.
If the buyer is to carry on the loan instead, the financier signs its consent on Forms 29 and 30.

Before paying for a vehicle with a loan, ask the seller to repay it and have the loan entry removed from the RC (Form 35).
Or, if you carry on the loan, the financier signs its consent on Forms 29 and 30, and Form 30 is made in two copies.

In the other-state case, the NOC (Form 28) comes from the RTA where the vehicle is registered now.
If that is in Andhra Pradesh: on the Vahan portal choose "NOC" under "Online Services", give the vehicle number, the last 5 digits of the chassis number and the OTP, and pay; go to the RTA office if asked, with Form 28 in three copies (four if there is a loan) and proof that the tax is paid. If the vehicle is registered in another state, apply at that state's RTA.
Open the official pageNot confirmed: We could not confirm whether the paper Form 28 and the stamp are still asked for after applying for the NOC on Vahan; the Transport Department's pages are older than Vahan. A vehicle registered in another state follows that state's rules.

If the vehicle is registered at another RTA in Andhra Pradesh, the 2022 charter asks for a clearance certificate (CC) from that RTA.
Ask the RTA office where the vehicle is registered whether it is still needed and how it is issued.
Not confirmed: We did not find on any Andhra Pradesh page which papers or fee a CC needs.

Fill in and sign Form 29 (two copies) and Part I of Form 30, and have the buyer sign as well.
Hand the original RC, the insurance certificate and the pollution certificate (and the CC or NOC, if any) to the buyer. Keep copies of the forms with the buyer's name and address and the date of sale.

Tell the Transport Department that you sold the vehicle: Form 29 goes to the RTA where the buyer lives, with a copy to the RTA where you live (the form says by registered post, acknowledgement due).
When the transfer is recorded, the copy of Form 29 with the RTA's endorsement comes back to you; keep it safe.
Not confirmed: The 14 and 45 days are from Parivahan's page, which ties them to the buyer's Form 30 application. We could not read the Motor Vehicles Act's section 50, which sets these limits, on India Code. We could not confirm whether applying for the transfer on Vahan also covers this notice.

Collect from the seller: the original RC, the insurance certificate, a valid pollution certificate, Form 29 (two copies) and Form 30 signed by the seller, and for a car a copy of the seller's PAN card.
Fill in and sign Part II of Form 30 yourself; you can name a nominee there if you wish.

Have the insurance policy moved into your name.
The seller tells the insurance company in writing, and you fill in a fresh proposal form. There is a small transfer fee; the seller's no claim bonus does not pass to you, and you pay the difference for the rest of the policy period. The RC and the insurance must carry the same name and address, or a claim is not paid.

On the Vahan portal, enter the vehicle number and "Proceed", then choose "Basic Services".
Validate with the last 5 digits of the chassis number, enter the OTP and choose "Transfer of Ownership". Fill in the new owner's and the insurance details, pay the fee, upload papers and take an appointment if the portal asks. Print the receipt; the application goes to the RTA.
Open the official pageNot confirmed: Parivahan's FAQ does not say which mobile the OTP goes to; if it is the number on the RC, the seller needs to be there. If the portal asks for Aadhaar authentication, it must be the registered owner's; Vahan says an application made with another person's Aadhaar is rejected and the fee is not refunded. We could not confirm the route for a vehicle not on Vahan (registered in the older system); we could not read the department's older portal (aprtacitizen.epragathi.org). The Andhra Pradesh pages give no service charges for a transfer. The 14 and 45 days are from Parivahan's page; we could not read section 50 of the Act.

If the portal gives an appointment, go to the RTA office that day with the originals and copies: Forms 29 and 30, the original RC, insurance, pollution certificate, your proof of address, the PAN card for a car (and the CC or NOC, if any) and the Vahan receipt.
Not confirmed: We could not confirm whether a transfer in Andhra Pradesh is contactless (no office visit); Vahan says services that are not contactless need a visit to the RTA. The 2022 charter gives no time frame for a transfer.

If the vehicle is registered in another state and you live in Andhra Pradesh, apply in Form 27 for an Andhra Pradesh registration mark and pay the state's vehicle tax.
This needs the NOC, the RC, proof of address, insurance and the pollution certificate.
Not confirmed: Ask at the RTA office how much state tax is due and whether the transfer and the new number are done together; we did not find these details on any official page.

- Do this nowIf: The owner has died
Within 30 days of the owner's death, the family member or heir who has the vehicle informs the RTA where it is registered, in writing, of the death and that they intend to use the vehicle.
They may then use it for up to 3 months as if it had been transferred to them.

Within 3 months, apply in Form 31 to move the vehicle into your name: go to the RTA office where the vehicle is registered with the death certificate, the heirs' affidavit, the original RC, insurance, pollution certificate and your proof of address.
The office may ask you to apply and pay on the Vahan portal first if the service is there.
Not confirmed: We could not confirm whether the death case is online on Vahan. If the vehicle is registered in another state, that state's RTA rules apply.

- Do this now
The Transport Department's charter says the RC in the new owner's name is sent by Speed Post.
You can follow the application on the Vahan portal.

If something goes wrong
If it is rejected
If the application is refused, ask the officer which paper is wrong, put it right and apply again. If that does not settle it, complain to the head of that office (MVI, RTO or DTC) in person, by phone or by e-mail; the department's charter says that if it is not resolved in 7 days you can go to the next officer (RTO, DTC or JTC).
If it is late
If the RC has not come, first check the application on the Vahan portal. Then complain to the head of that office; the charter says it goes to the next officer after 7 days and to the Transport Commissioner after 15 days. You can also register it on the state's grievance system, PGRS (1100, the website, the mobile app or the village or ward secretariat), and re-open it twice if you are not satisfied. The Vahan portal also has "Feedback/Complaint".
If you are asked for more money
The Transport Department's charter asks citizens not to go to agents or middlemen. Pay only the fees the portal shows, and keep a receipt for every payment. If anyone asks for a bribe, call the ACB on 1064.
Also
If you sold the vehicle but the buyer has not had it transferred, the RC still shows your name. Make sure Form 29 went to the RTA by registered post, and keep your copies of the forms and the postal receipt. Ask at the RTA office what to do next, or register it on PGRS (1100).
