The e-Shram portal rules and the Code on Social Security, 2020 (section 113) say nothing about Indian citizens living abroad. e-Shram is a register of unorganised-sector workers in India. Before registering, call the e-Shram helpdesk on 14434 (free, Telugu available) and ask whether you can register.

The e-Shram portal rules and the Code on Social Security, 2020 do not mention OCI cardholders. Under the Ministry of Home Affairs notification S.O. 1050(E) of 4 March 2021, an OCI cardholder is a foreign national, not an Indian citizen, and in fields the notification does not name has the same rights as a foreigner. Before registering, call the e-Shram helpdesk on 14434 (free, Telugu available) and ask whether you can register.

Go to a nearby Common Service Centre (CSC) or State Seva Kendra with your Aadhaar number and mobile phone.
In the CSC locator, choose the state "Andhra Pradesh" and your district to see the nearest centres. They confirm your Aadhaar with your fingerprint (biometric) and register you. You hand in no documents there. Registration is free; do not pay anyone.
Open the official pageNot confirmed: We found no official source saying whether Andhra Pradesh's village and ward secretariats (Swarna Gramam / Swarna Wardu) or MeeSeva centres register workers on e-Shram; e-Shram's pages name only CSCs and State Seva Kendras. Ask at your secretariat.

After logging in, see 'Find Eligible Schemes' and 'Enrol for Government Schemes'.
Schemes are grouped under health, insurance, pension, housing, food security, employment, skilling and more. 'Apply' next to a scheme means you have not joined it; 'View' means you have, and shows its benefits. Each scheme is run by its own ministry or department; e-Shram only helps you join and track it.

If something goes wrong
If it is rejected
If registration fails or is refused, call the e-Shram helpdesk on 14434 or 1800 889 6811 (free; every day including Sundays, 9 am to 6 pm; Telugu available). Or file a grievance on the e-Shram grievance portal and follow its status (Open, In Progress, Closed) there. Grievance Redressal Officer: Under Secretary, Ministry of Labour and Employment, Jaisalmer House, Mansingh Road, New Delhi.
If it is late
If the website does not work, the OTP does not come or the card will not download: reload the page, clear the browser cache, or try another browser or phone. If it still fails, call 14434 and say what error you saw and what you did. If you cannot get through, try again later or file a grievance on the grievance portal.
If you are asked for more money
e-Shram registration is completely free; workers need not pay any charge to any centre that registers them. If anyone asks for money, file a grievance on the e-Shram grievance portal or call 14434.
Also
If the national helpdesk (14434) or the grievance portal does not solve it, you can also ask Andhra Pradesh's Labour Department. In 2021 the state set up an e-Shram committee in each district under the District Collector, with the district's Assistant Commissioner of Labour as member-secretary; it was to oversee the CSCs, keep help desks in district labour offices and resolve complaints brought to it. The district labour officers' phone numbers are on labour.ap.gov.in. The Commissioner of Labour's office: Papaiah Street, Sitaramapuram, Vijayawada.
